Big data empowers Guizhou's rising

“Big Data” is a name card for Guizhou’s technology development. In 2014, Guizhou Province has started to develop big data industry to follow the trend and achieve innovation-driven development. By far, it has been regarded as a leader of the first echelon in China’s big data industry.

Big Data Leads Innovation-Driven Development

As an emerging industry, big data has developed rapidly and brought to fruition in Guizhou Province. The year of 2014 marked the first year of Guizhou’s big data industry, in which Guizhou seized the opportunity and began to develop big data. In the following year, the first China International Big Data Industry Expo was held in Guizhou and was built into a national-level expo. The General Secretary Xi Jinping has twice sent congratulatory letters to the expo.

In 2019, Big Data Industry Development Index of Guizhou ranks third in China. According to the 2019 Big Data Industry Development Report released by the National Industrial Information Security Development Research Center, the development of China’s big data industry has three echelons. Listing in the first echelon, Guizhou Province has excellent performances in enterprise quantity, innovative research, industrial operation, etc. Apart from gathering a number of famous companies like Apple, Microsoft, Intel, Alibaba, Tencent, Baidu and Huawei, Guizhou Province also foster many high-quality local enterpirses, including Full Truck Alliance, BaishanCloud, Longmaster, Yijingjie, etc.

During the “14th Five-Year Plan” period, Guizhou is committed to leading innovation-driven development with Big Data, vigorously promoting the development of digital economy, digital industrialization and industrial digitalization, thus providing a Guizhou approach for the building of Digital China.

“Big Data + Medical Care”Serves People’s Livelihood

Guizhou Province has made full use of big data to address prominent problems in the field of people’s livelihood. One of the most representative ones is the Telemedicine Big Data Supervisory Platform built by Guizhou Health Commission. In doing so, it has been the first to achieve the full coverage of telemedicine system in public hospitals at the four levels of provinces, cities, counties and townships in China. Since the launch in 2016, it has joined up more than 1,800 medical institutions, more than 1,500 remote centers, and completed a total of 180,000 cases of remote consultations. During the outbreak of COVID-19, the platform has carried out more than 2,400 remote consultations and invited national experts to hold remote consultations for more than 30 times. More than 1.5 million person-times of medical staff and prevention and control workers at all levels have been remotely trained.

Guiyang Longmaster Information & Technology Co., Ltd. carries out its business in a deep-going way in the Internet medical care. Relying on Guiyang Sixth People’s Hospital, it has built an online Internet hospital. One of the Longmaster staff told reporters, “The main groups served by the Internet hospital are critical patients or patients with difficulty to find effective cure. we provide Internet plus specialized treatment services, so that some domestic high-quality medical resources can be used in a wider scope, thus substantially helping some basic medical institutions as well as patients.”

Guizhou Jingshi Chengtou Wisdom Education Industry Company is in the Internet education industry. Its sales director Zhang Chongwu told reporters that the company has developed a whole set of physical fitness monitoring system, which can not only help physical education teachers make more targeted training plans, but also create data reports based on students’ conditions. Through the active use of big data, a closed loop is formed to promote the physical health of primary and secondary school students.

Big Data Contributes to Rural Revitalization

Guizhou Province also employs big data to help revitalize the countryside. E-commerce services access to the countryside helps selling out Guizhou goods. Guizhou has set up 79 national e-commerce demonstrative counties, built 4,306 village-level e-commerce service stations, and realized the full coverage of express logistics in towns. Nowadays, it has successfully connected to mainstream platforms such as JD.com, Tmall and other e-commerce channels to alleviate poverty, thus creating an integrated operation model covering the provincial, municipal and county levels. At present, agricultural products are collected in 13,000 bases in Guizhou, including cooperatives, growers and enterprises, and 4 million farm households have been benefitted from e-commerce. After the agricultural products are collected, they are distributed to village-level sites for primary sorting, and then the products are distributed to county-level e-commerce service centers for further processing. Then the products will be dispatched and sent through the cloud storage system. This effort efficiently connects online and offline sales channels, and truly realizes the on-line selling of agricultural products. In doing so, multi-warehouse selling of one product and collective selling of fragmented products are realized. Relying on the increasingly perfect e-commerce service system, the Guizhou’s on-line sales have grown at a rate higher than 15% year-on-year over the past five years.

In order to further facilitate the construction of digital economy and smart business, under the deployment of the Provincial Party Committee and Government, “One Universal Code of Guizhou” platform was officially launched in July 2020. It integrates all e-commerce platforms across the province, locking the origin of agricultural products to sales places, and helping the production side and marketing side interacting in an effective way. Since its launch, more than 70,000 special products have been sold online, with sales amount exceeding 4 billion yuan, realizing “One Code to Promote Revitalization, One Code to Purchase all, One Code to Sell across China”. Guizhou has directly or indirectly driven nearly 1.2 million poor households to increase their income through e-commerce.
